Watchdogs FPS and Windowed mode only?

So whenever I open watch_dogs the game starts in windowed mode and when I switch it to full screen it just stays at windowed. Also I have a lot of stuttering and the game caps at 30fps. Any suggestions on what to do?  My specs in my Sig.

With regard to the capping at 30fps, if V-Sync is on and the game can't hold 45+ on your system it'll lock at 30 until the FPS reaches 45 or more.

Try running it in borderless mode, as for the fps im not sure.

Should I be getting more than 45fps on my system (I play at 1440p)

It wouldn't surprise me if you don't at 1440p. 

 

The game is such a disappointment.

I know I don't think it lived up to the hype it got at all

Running watch dogs on my 780 TI reference @ 1440p the game pretty much unplayable,

the choppiness if awful running everything on all maxed out, which really surprised me

for a "way it's meant to be played" game.
