Is 8-10C difference between cores normal?

I am in the midst of overclocking my CPU (i5-2500k) now that I have a decent cooler (Hyper 212 EVO) and my temps are staying fairly decent so far. In RealTemp it is saying that Core 0 has hit a max of 75C and Core 2 83C. The temperature at any given time between those two fluctuates between 8-10C. Is this normal for a CPU or do I need to reapply my thermal paste more evenly?

thats perfectly normal. re applying thermal paste could possibly help equalize it but i highly doubt you could them all identical due to silicon lottery

you should re apply your TIM

Would re applying it bring my Core 2 temp down so I can add a bit more to the VCore?

It depends how much of an improvement you get by reapplying. It maybe be, maybe not.
