What program do you use to capture those frames, and tells you your VRAM?

msi afterburner's integration with rtss ,it comes with msi afterburner.

He's right or somewhat right. Basically the game just freezes for a few secs and runs smooth again because you run out of vram and starts to use your storage drive as vram that just kills your performance.

Here's an example: http://i.imgur.com/8iRuMYc.jpg (actual fps was 0 - monitoring tool showed 20 because it didnt get the chance yet to update it). If you put it to ultra for example on a 3GB card, put any other setting to its lowest it keeps stuttering. To fix this you just have to take the 2GB setting for a 3GB card and the 1GB setting for a 2GB setting and max all your settings you shouldn't have the stutter.

This issue will be fixed, just bad memory management, it isn't the first time that this happens just like Skyrim you put a 3GB card in 100% vram usage you put a 4GB in 100% again 6GB 100% 24GB 100% - swapping that doesnt work properly causes issues like this. Once they fix that you'd be able to run that 3GB setting on a 2GB card flawlessly.

I've been planning a build for quite a while, and I want it to run Watchdogs. I know it's a badly optimised game, so I'm not expecting a solid 60fps, but I want smooth gameplay.
 
I have two choices that are within my budget:
 
1) GTX 760 + i5 4440 
 
OR
 
2) R9 270 + Xeon 1230 V3 (Equivalent to a 4770)
 
Which option would you guys choose?
 
Edit: I know that it's a GameWorks title, meaning that it'll run better on Nvidia cards. Please just reply with what option you would take

The CPU load when i play Watch Dogs 70% - 95%

The GPU load when i play Watch Dogs 90% - 100%

At my resolution 1440x900 is 60FPS avg on Ultra *Without Max AA its killing my GPU LOL i use FXAA

Its will not make any different even u buy 2000$ CPU

GPU more important.

U must make balance between your CPU and GPU...

The main Goal of GPU is make it load 100% Thats its :)

Correct me if im wrong 

I write like this because i already play that game on that Spec...

So i recommend you buy i5-2500k if you are intel fanboy because its more than enough..

the 760 will give you better frame rates but with a 2gb card you are limited to using the lowest texture setting, 4gb is required for ultra and 3gb for high (the game state 3gb and 2gb but the real usage is much more) nvidia card run,s watch dogs better ATM, AMD will probably have to come out with a new driver to improve cause ATM the r9 290 perform about the same as a 770 and it should not be it's a much stronger card...BTW this game really aint worth building a PC for it, it's not even worth buying if you want my input on it it totaly sucks, they've created a big hype around this game and it looks awesome in the TV publicity and all, but for real even on ultra its really not that good looking, the physics is terrible it's not realistic at all...really i havnt been that disapointed by a game in a long time, here listen to this video, it highlight many flaws in this game, it's ridiculous this game should cost 29.99$, GTA V can rest easy :

 

I think GTA 4 is better than this LOL

hehe...just kiding bro i like you a lot, you're right...a good reason though to buy an high-end CPU would be for ''futureproofing'' purpose, for example a core i5-4670 will take a couple more GPU upgrade (GTX 880, GTX 970...) before it will be unsuited for gaming where if you go with a 100$ FX quad core CPU you are most likely need to upgrade CPU and motherboard when the time will come where your machine will no longer play games...but for that you need to have the money to purchase those expensive parts...in your case, you where on a budget and you made a perfect choice that will allow you to play games for a while for a minimal cost. it's awesome! enjoy your new PC!

indeed it is...GTA 5 if it comes on PC is even much better, i played the whole game on PS3 and it is awesome...on PS3 it run at 25-30FPS max at 720p with no anti-aliasing and STILL manage to look descent and feels nice !

Yeah the GTA 5 on PS3 as laggy as hell..
I hope when i come to PC its have more animal on forest and some cats on street..

More much NPC and better behavior just like Watch Dogs...
People will surrounding when someone have Cars or Bike accident and they take Photo of it LOL...
