PC cycles with displayport but boots with HDMI

RAM: F4-3600C16D-32GVKC

GPU: AMD Radeon RX 7900XT

Mobo: Asus TUF Gaming X570-Pro (Wi-Fi)

Maybe try a new cable? Or if you haven't. Reset monitor on osd. Turn off PC and turn off PSU. Pull power from monitor. Connect monitor and GPU. Use DisplayPort 1 on GPU. If installed in normal tower case and GPU fans facing down its the the first left port on the GPU. Turn on monitor and turn on PSU and then PC.

What is this magic? I had already tried a new cable, so I followed the rest of your directions and it just works now. I've even rebooted a couple times to be sure. Thanks so much!

I know right, dp sometimes behave kinda weird.
