ITX towers tend to be more abundant because they’re the most popular itx form factor. Define 7 Nano, Enthoo Evolv ITX, Torrent Nano, etc 

 

More compact stuff like the NR200p would also be solid and popular enough that stock is fairly consistent.

Well, that leaves out the Hyte Y60 or the Hyte Y70.  Dang it all, just the luck.  Gotta admit though, I am now using the Y70 and I love it.  Lots of room for cables and working hands.

The terminology you're looking for is "carry on bag" or "carry on luggage"

For JetBlue (ultra cheap American airline) a carry-on cannot exceed 55.88cm x 35.56cm x 22.86cm.

I've flown Domestic Vietnam airlines and they only care about luggage weight lol.

 

You should be able to find a decent amount of computer cases that fit within that constraint. For example, the Cooler Master NR200P is a very popular Mini-ITX case and it can also fit a 4090.

i need to pack more things into my carry on

unfortunately

i will probably wont take with me my 27 inch monitor though

that's a nice monitor RIP

edit: i want to be as space efficient as possible

It's the exact size of an aTX board.

 

Due note that there's compromises you make to having the ATX board in that case. mITX would likely be the best option unless you really need 4 sticks of ram and 3+ m.2 drives.
