First time building PC, need some recommendations on a build

Budget (including currency): The aim is about 1500, if I can get less than that that’s always ideal. I use US Dollars.

Country: USA

Games, programs or workloads that it will be used for: 

The main goal is to be able to play Wuthering Waves, stream it, and make content on it. I don’t want to only play that though, so having at least a 1440 and stable 60+ FPS across a variety of game experiences is ideal too. Additionally, I want to be future proofed in upgrades as time goes on, and so from what I’ve seen it’s looking like AMD is particularly good for that as well as maximizing performance per dollar.

 

However, the first priority is having the ability to play and stream that game, which recommends these specs specifically. 

PC OS: Windows 10 6

4-bit CPU: Intel I7 (9th generation)/Ryzen 3700 

GPU: Geforce 2060/RX5700XT 

RAM: 16G and above

PC: 25GB

3. Monitors

I currently have one monitor which is the Pavilion 32’’ 2560x1440 with AMD freesync. If I don’t need to buy any extra monitors, that is ideal.

I have a keyboard already, but no mouse. I believe I would need an OS too considering this is a build from scratch. I think Windows would be most suitable for the aims? I have no idea how other OS like Linux work.

Specifically for creation on Wuthering Waves, as well as to free up my Macbook that I’ve been using for streaming. It’s not been the most stable experience, but got it done. It won’t however for Wuthering Waves.

As I said earlier I’m looking to maximize performance and spending. I’m not looking for fancy, or trendy RGB, LCD, or crazy cases with water cooling things. I want to know what will work and perform well, and last long into the future with little stress on upgrades. Also if some of the things can give me better value at a better or more consistent performance then that would be great! I am 99% new to this so... Yeah...

Intel i7 is better suited for streaming but a less expensive Ryzen 7 will work for your budget in order to take some of the weight off your cpu's shoulders when streaming. Use your gpu to steam through via Nvidia NVENC.

As far as the o/s goes, Techpowerup advertises Windows 11 keys once a week under their 'News Forum'. They're legit and will save you decent amount of money. Two monitors is ideal ... one cheap 1080P IPS gaming monitor to check out your stream and chat and use your current monitor to game on.

I'd get a 4070 Ti SUPER and a 7800X3D if you've got a microcenter nearby

You probably just want Ryzen for future upgrade. However for streaming, as of right now your best option is probably a 13700k. But there's no upgrade path with it, since every cpu that's faster than 13700k has the on going issue. As you are not going to play FPS games, you probably don't need 7800x3d(yet), but you do need the cores and threads so you can't get ryzen 5. As for the GPU, if you are thinking of anything streaming. Sad to say, but going nvidia probably solve half the issues that you might encounter. Also between $100-200, better get 16gb vram now. If you are just starting with steaming, you really don't need the highest end, but if you can already get 16gb vs 12gb vram gpu, get the former. As games that needs more vram has already started and would probably be common with the new games that would be coming out.  while the case is the cheapest one that already comes with 4fans. I have a neighbor who streams Dota 2 with a decent income(at least that's what he told me since it's the only thing he does), but he still only uses a 3070 card. Honestly, if you have a limited budget, I would probably downgrade the cpu and gpu and probably invest at least $150-$200 for a good mic and acceptable camera. For your mice, you can try Keychron M1 Wireless Mouse. Decent and punch above it's price point.

For the 13700k being tied for streaming, does Ryzen not offer an equivalent or even slightly less powerful for at minimum a even 720-1080 60fps consistent quality to Twitch/youtube? I see the most common comparison point to the AMD Ryzen 7 7700x I believe? Also I may dabble into FPS games, but I'm not a competitive shooter player for Val or anything. The most "competitive" I get with a shooter now is with Destiny 2 (lmao). As far as downgrading either CPU or GPU goes for a cost point of even ~1200/1250, is that a feasible transition while maintaining all of the other specs? Again if I can maximize experience and consistency of at least 60fps with even 1080p quality for both myself and audience, AND having upgradability; I would take that. Rather than high investment into pigeon holding myself and having to switch literally everything else out in a handful of years. Does that make sense? Thank you! I actually am planning to visit a microcenter like 2 hours out for this endeavor. I've never been so it'll be cool. As far as the difference between the two suggest builds I'm assuming the difference in power is potentially very minimal? I've heard that the difference between some parts of GPU/CPU that are close in comparison points are like maybe 5% difference, while costing like maybe 50 to even 100 bucks more. Is that difference for something like 4070 TI super and 7900 XT one of those differences? Also would I need to worry about potential bottlenecking more between one build and the other, as well as potential heat issues?

Thank you for leting me know about the OS! I'll add that to my list of notes. I didn't ask others here, but is BIOS another thing I need to worry about when putting this together? I'm still not even entirely sure what BIOS actually is yet, but I've heard that sometimes it's wise to get builds that have I think an open BIOS in case of issues with trouble shooting? Also I've heard that ADATA drives have in somewhat recent times causing problems in pre-builts (maybe it's just because it's pre-built and they skimped out on this part?). Would a Teamgroup MP 44L be a potential sub in, or consideration both in cost, performance, and fitting in with the build here? Thank you, for your response and help!!

You won't have any issues with the bios. That Teamgroup MP44L is a solid SSD ^^

The 7500f is quite a bit worse than the 7800X3D due to the V cache. But yes, the GPUs are basically identical (though the 7900 xt has 4gb more vram)

No need to on worry about heat on either though the first might have a small cpu bottleneck even at 1440p
