what cooler should i upgrade to

Him. You don't have to believe either of us, because different filters produce different resistance to airflow. Just use an incense or punk stick to see whether the smoke goes in or out at holes and cracks.  If it goes in, you need to either lower the speed of the exhaust, remove an exhaust fan or add an intake fan. If the smoke is blown away from the holes, even if just a little, then you're fine. By holes I do not mean fan and GC exhaust holes!

 

Finally, you can keep it as is if you don't mind the extra dusting you'll have to do.

Instead of getting new fans try this instead, if the black fans arent working get rid of them and rejig the noctua fans to have this setup

 

Blue=fans

Arrows= airflow (green=intake and red=exhaust, yellow for neither)

Pink=cooler

You could also turn the D15 90 degrees and have fans on the left and in the middle, and a rear fan to pull air out. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

i have done it an good news ive done it (took 2 hrs but these are my new idle temps

That's a separate issue. I'd suggest using DDU or similar to uninstall all existing drivers from any GCs you've ever used - Nvidia and AMD - then download the latest for your GC from the Nvidia/AMD site. If that doesn't help, start a thread in the graphics section.

Artifacting isn't always a shrug and ehh situation.

 

Could be a failing GPU, so get all the software and drives situated.  Cross your fingers.

everything i check says its fine ive ran benchmarks ,ive ran gpu intensive games nothing i see clearly says THIS IS DYING FIX IT NOW other then not seeing anything wrong on any software ive only gotten minor artifacting
