XMP-3596 CL19 RAM on Ryzen 5000?

Yeah, it'll work. The only thing that might happen is depending on your specific motherboard's auto rules, set the CAS latency to 20 instead of 19 because AMD setups generally don't like odd CAS latency values for reasons I won't get into. 

I'm planning to build a PC with Ryzen 5000 series CPU with a XMP-3596 CL19 RAM.

I might go for a Ryzen 5 5600, but would the RAM work with the CPU at its rated speed (or other Ryzen 5000 series CPUs)? If not, can it run at least 3200 CL16?

The RAM kit is a 2x16GB TeamGroup Vulcan TUF Gaming Alliance <-- links to TeamGroup's website.

Weird that the XMP profile is 2 MHz off of DDR4-3600 (1800 MHz).

If you have a decent motherboard, DDR4-3600 (or 3596 in your case) should be possible - no need to drop it down to a lower frequency.

Yes, should be possible. I've got an R9 5900X with DDR4 running at 3600 MT/s, CL16.

I am planning to get a A520M or B450M motherboard, probably from Gigabyte's DS3H line, would these motherboards/chipsets be an issue?

Would the motherboard automatically recognize 3596 or 3600?

It's the CPU's integrated memory controller that needs to recognize it, the board just provides the physical connection between RAM and CPU. Anything above 2666 MT/s generally requires XMP to be enabled in the BIOS.
