Feedback on PC Build for Gaming and Development

I am planning on building a PC. Although I dont have enough knowledge about hardware, I was able make a list of components which fits my budget by scraping internet.

Location : India

Budget : 2000 USD / 160000 INR

Aim : I will be using this system for Software development and Gaming.

Max Load: I will be running multiple VMs and heavy softwares like androidStudio for my work and train Neural Networks, ML models which needs GPU. Also I preffer Gaming in 1440p and 60FPS without any frame drop.

Monitors : I will start with single monitor. But I do have plans to expand number of monitors in future.

Peripherals : I will be needing Windows Os. I have keyboard and mouse at home.

upgrade Reason : I currently use Asus TUF Core i7 8th gen Laptop and I want to shift to Desktop where I can get conciderably large customization options and increase in performance.

My Queries:
Am I overspending and underspending on some components?

I am living in southern part of India and temrature here gets as high as 39.8°C (108.2°F) in summers. Is cooling sufficient for this climate?

Are there any potential bottlenecks or compatibility issues I might be overlooking with this setup?

Also I am planning on assembling components by my self, so please add if something missing in my cart and suggest me reliable guid/manuals/refence on how to build pc .
