PC Refuses to Boot with the cpu debug light being on

My Specs are:
Ryzen 5 3600

16 GB Corsair Vengance Pro RGB

MSI B550-M-Pro-VDH-Wifi

GTX 1060

Corsair 550W psu

 

I have been having this problem for almost a year now without any resolve, my motherboard's cpu debug light comes on sometimes during boot. Other times it boots into windows fine but either restarts or just shuts off (but the rgb is on in the case). I have already RMA'd the motherboard pretty recently and that has not solved the issue.
