Is there any FSR replacement mod for AMD ?

So, Nvidia has its own mode, which allowing olde RTX series to run FSR 3 FG, as Nvidia's one, but I'm thinking.. in games that have no XeSS, which is clearly better than FSR 2.2, is there a Mod that replacing DLSS files with XeSS ones, and then becoming available to use on AMD GPUs ?

It's a lot more complex than just replacing the files, unfortunately. XeSS would have to be a mod (or official update) created for each individual game or application.
