what is the point of pins on top of cpus?

and why do  older cpus have more of them? since new cpus, even the 7700k doesnt have that much of them

i wonder if an end user could tinker around with those pads maybe unlock ht or more cores or something like that

itd be pretty cool if i can get higher multis, all 4 cores, or ht working on my w3503s that im currently binning for imcs that can do 3400+ on air, maybe unlock ht or 12x mem multi on an i5 750

 

i wonder if the pinouts for those pads are public or not cause i dont think ive ever seen them mentioned in any of the datasheets i read though i did just skip over most of the datasheets just for the info im looking for like vid for pad voltmods or bsel for fsb mods
