X3D is pretty much irrelevant unless you have specific applications that can make proper use of it.

 

With the Ryzen you won't have to care about what kind of CPU you'll be pinning your CPUs to a specific VM.

With the i9 you can pin the non-CPU intensive VMs to the E-cores, and you have more physical cores (24, but only 8 are P-cores).

 

Really depends on your specific needs in the end.
