Game randomly smooth or choppy. Depending on fans?

So when I play Fortnite sometimes it’s choppy. Sometimes it’s smooth. It seems when it’s smooth. My pac is louder and the fans are going faster. When it’s choppy and dropping fps. My pc is quiet and hits 100% cpu.

If your cpu is at 100%, then it means your cpu is bottlenecking your system.

Is it still possible to disable texture streaming?

Also might wanna post your PC specs. Download HWinfo64 and run while in game. Choose sensors only when launching Hwinfo64. Your CPU/GPU might be throttled
