40 degree difference between cinebench r23 and prime 95

I have a overclocked i7 4790k with a thermalright single tower cpu cooler. Is it normal that in multi core cinebench r23, my temps max go up to 58 degrees on max fan speed (arctic p12 max) and on max fan speed in prime 95 small ffts my cpu goes up to 97-100 degrees and starts thermal throttling. is this normal?

Yes, P95 small fft test uses AVX. CBR23 doesnt. Since your CPU doesnt have opportunistic boosting behavior like newer CPUs, this is the expected behavior.

Well.. R23 is a pretty light load compared to p95.
