Can you? Sure. 

 

Should you? No. 

 

Unless you're doing something like rendering in Blender, the 2nd card isn't going to do anything other than sit there and look pretty. Even then the software needs to support two different GPUs, which Blender might not.

NVENC has such little impact on games that it isn't likely to give a noticeable difference to FPS while streaming. Heck, since the stream needs to go through the other card and the 4070 will have the fans blocked somewhat by the 1660 Ti resulting in higher temps, it might even be worse.

youll be better off just selling the 1660 instead of keeping it.
