Sounds like a fan issue? This is NOT normal.

You can try to RMA it and describe what you hear (sound recording may be good) and see what manufacturer says. They MAY determine it is not a warranty issue, though. But then you have a record you told them about during the warranty in case it fails later.

Was it like that when new?

This is my specs

i5 12 400

xe 212 xt cpu cooler

gigabyte ds3h b660

8x2 hyperx fury ram

1tb nvme

512 gb nvme

500 gb hdd

rtx 3060

corsair cx650m 2021 edition

i wonder if its okay,  it made me worry a bit every time i turned on the pc but after waiting like 20 secs it went back to normal and when im using for gaming or else it doesnt sound bad again.

There is no CX650 2021. You mean CX650M?

my school once has a pc where the psu like to buzzing before and my IT teacher just pat or slap the psu to stop it, i wonder if its reccomended for that or just wait while hoping the psu wont buzzing ?

i do try it but ofcourse by patting the psu near the top case softly and it went back to normal faster than waiting
