Would dual CPU rigs have any affect on gaming, or multi tasking whilst gaming?

I suppose it would help performance, but it would be unbelievably overkill.

Multi-tasking while gaming, yes.

As you could simply have the game use one cpu and other tasks use the other.

 

Using both CPUs for gaming would not help, and in all likelihood would show no increased performance.If anything it might deteriorate the performance in games.

The reason being that games aren't coded for use with dual processor systems because the chances that they'll be played on dual processor systems are slim to none.

except there's no way to allocate the gpu's to tasks easily.

On the cpu you can say core X for this core X for that core X for this.

On the gpu there's no easy way to do this.

If you're running 2 CPUs, then they are Xeons which are clocked around 2.0-3.0GHz (3.4GHz at the very most, at $2200 per processor).  So performance would actually be worse than a stock i7-4930K, not even taking overclocks into account which the Xeons can't do.
