I currently planning an upgrade that will slowly take place over the next year.

I would be taking parts from this list

Step 1 : buy psu,mobo,cooler,network adapter and case

2: put in old ram cpu and gpu

3: use and then slowly add rest of parts

 

If you have any ideas on how to make this cheaper or better please let me know because I am unsure

This is super vague, can you provide more details of what exactly you have and the end goal.

right now I have an acer nitro with a 10400f and a 1660 super

My end goal with this is to create a system with a larger upgrade path than an acer nitro as well as put components into a good airflow case

 

At least to me it doesn't make sense to spend ~360 for no performance difference. I'd wait till you want more performance and upgrade then.

 

If you want more speed, I'd keep the acer nitro, and put a 4060 or a faster gpu in it.

Im not sure the psu can handle it but I think it can handle a 3060
