Trying to figure out the cause of CPU being constantly current limited to <10W in linux (ROG Flow z13)

After downgrading all the way back to BIOS 310 I am able to get up to 45w! Still can't seem to get past that but the UEFI mod should allow me to if I wanted.
Either way 45W is WAY better than 10W.
Interestingly the available_uuids still shows UNKNOWN but the current one now shows 42A441D6-AE6A-462b-A84B-4A8CE79027D3.
