HP x360 14b-cb0013de Slows down when plugged in.

I have a Chromebook I got in ~2020 for my birthday (wish I got a Windows one instead) from my great aunt and a couple of months ago I realized that it was really slow when it was plugged in and being used.

 

I have installed ChromeOS dev mode and I am on the dev channel so I can hopefully one day install Linux on it (I still need to find the write protect screw). 

 

How could I fix the issue of it being slow? And even better how can I install Linux (Ubuntu) on it and find the location of the WP screw.

Only when it's plugged in?

 

I've seen this on workstation laptops before when the laptop and charger can't communicate with each other properly. (The laptop assumes it has the smallest charger plugged in, so it slows itself down to stay within its capacity.) 

 

Is your charger USB-C, or does it have a barrel plug with an extra pin in the middle?

It uses a USB-C charger thats off brand

How many watts is it good for? Is it a full-featured USB PD charger?

That should be fine for a basic laptop.

My sister has a charger that came with hers (we have the same Chromebook model, but hers is blue). It doesn't slow down her Chromebook when she plugs it in tho. I have used hers before and it has the same issue.
