So why are TVs just LED or LCD & a Monitors add TN, VA, ips OR nANO ips? why don't LEDs just go of for full black on monitors?

TVs have the same typs of LCD panels as monitors. They typically don't advertise the panel type as much, but some reviews list it.

You are confusing two different aspects of a display. One is a backlight, other is the LCD technology.

This can be a complex topic but to keep things simple...

 

The "LCD and LED" you see advertised for TV's is a bit of confusing point. They are all LCD (unless OLED). Back in the day, these LCD's were backlit with CCFL tubes and when we moved to LED backlighting, manufacturers decided to use the term LED to describe the type of TV. Overnight, normal consumers thought there was a difference between LCD's and LED's. These days all LCD TV's are LED backlit and this has nothing to do with the type of LCD panel used.

So we covered TV's all being LED backlit already, but the way this is done varies. Most TV for years and still many today, especially cheaper models, use "edge lit" LED backlighting, where as LED's are only around the edge of the display and diffused to fully light up the screen. There is no way for them to "turn off" in this case. 

 

More commonly these days you have TV's with FALD or full array local dimming, in which an array of LED's is spread out across the whole TV and "zones" of LED's can be turned off. More expensive displays have more zones. 

 

This topic can go on forever but honestly you're better off just googling this stuff, there is already so much written right at your fingertips.
