HWMonitor possibly reporting incorrectly, or do I not understand? 7700x showing 6.8GHz and 7.4GHz Max

I had HWMonitor running as I played Returnal yesterday, and when I finished I looked over to see that my max frequency was showing as 6.8GHz which seemed insanely high for a 7700x to reach. I posted on reddit and haven't had any response to it at all. I played more Returnal just now and looked over to see 7.4GHz max. I have included screenshots of each event.

 

Ryzen 7 7700x

B650M-Plus Wifi

RTX 3090

32gigs 6400MHz 32-38-38-76 Lexar memory

1000 watt power supply

Cooler Master 360 Illusion

 

Am i seriously misreading this? Is it common for zen4 to hit these frequencies just long enough for HWMonitor to catch and log it? I thought max possible boost was 5.4GHz for the 7700x. I'm not concerned or anything, I just want to know if this is something I should actually be curious about or if I should just chock it up to "CPUs are weird sometimes".

Twice in a row with the same game might also point to a bug. Are there other, possibly better, frequency monitors I could run to test and verify?

I've used HWiNFO64 but that might also report wrong frequencies in some rare cases.

Okay, I just downloaded that. I'll give it a go. I saw a lot of other people recommending it as well. This just caught me so off guard, as it's the first time I've seen it, and it happened directly after swapping my RAM and cooler.

Typical HWMonitor things. It seems like weekly another person is here asking about some strange reading using it. HWiNFO is the industry standard, I simply do not understand how people get the idea to use HWMonitor.

I've been installing HWMonitor for years cause I remember seeing it pop up in videos. I'm gonna run HWiNFO64 for awhile to see if it's more consistant.

HWMonitor also has issues with PBO/CO affecting things too, for some reason.
