You need a MUCH better cooler. If you cannot fit a better cooler in a budget, you probably dont need a 13900k. a 13600k or 13700k would be a bit better since you can use the saved cost to get the better cooler as well.

 

Pretty much requires a 280/360mm AIO and some voltage tuning, or the best air cooler that fits in your case.

If you're doing something that benefits from the 13900K over a 7800X3D, yes, significantly. Even if you're just gaming the Freezer 34 would struggle a fair bit, though it might still be alright depending on the game and how much airflow the system has. 

 

If you've got the money for a 13900K though, you have the money for a better CPU cooler.

Budget, just wanted to make sure before I went a started getting things i might nkt need.

Either choose one of the top air tower coolers (preferably dual tower), or a good 360 AIO. That poor esports can't handle it. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

I guess the more pertinent question is why not get a 13600K and let it run on that cooler while performing damn near as good as a throttled 13900k even on water for cheaper?

 

It's a rare thing to need a 13900k.
