You need more than a 4090 to play at 4K60 with RT.

If the sole purpose is to game on this said machine, you would be wasting money getting that much ram. Yeah, get the best graphics card you can if 4K60 with RT is the target.

It will depend on the game and settings used. A 4090 would be as good as it gets anyway. Based on below link only CP2077 failed to make 60fps at 4k RT. You can always adjust settings to balance quality and frame rate as needed. DLSS would go a long way for example.

Depends on the game and whether or not you're using things like upscaling and frame generation. It also depend on whether you "only" mean ray tracing or path tracing. If you include path tracing and don't want frame generation, chances are you need some future GPU that is faster than a 4090.

 

Look for benchmarks of Cyberpunk 2077 and Alan Wake 2. These are probably the most advanced in terms of visuals. If your setup can run these games at 4K 60 fps, it should work fine in all other titles.

 

In terms of RAM, you should be fine with 32 GB for the foreseeable future.

The new Alan Wake 2 game maxed out you get about 32fps with a 4090 at 4k.  It scales pretty well once you enable DLSS.    Ray reconstruction helps quite a bit with performance and also looks better than with it off.  You can get to about 70-80fps without frame generation then 144+ with frame generation turned on.   I haven't had any negative experiences with FG in this title.
