Well I can see on their website that you can install it via winget.
And indeed there are manifests for StartAllBack and StartIsBack in the official Microsoft community Windows Package Manager manifest repository:
https://github.com/microsoft/winget-pkgs/tree/master/manifests/s/StartIsBack

Also looking at those manifests:
https://github.com/microsoft/winget-pkgs/blob/master/manifests/s/StartIsBack/StartAllBack/3.6.12/StartIsBack.StartAllBack.locale.en-US.yaml

Both startallback.com and startisback.com are official domains for that software, so if you don't want to use winget to install it you can download from the link you already posted.

Lastly, you can always download an executable and upload it to VirusTotal before executing it on your PC, a bit more safer than just relying on Windows Defender heh.
Here are the result for v3.6.13:
https://www.virustotal.com/gui/file/c31de0b203cd9a9ee737e27225fbac96b580c34664679d64df66d6f5187fca34

0/71 security vendors marked it as malicious, so yeah looks good.
