Hello 
any window open overlaps and hides the taskbar with NVIDIA Drivers isntalled while microsoft basic display adapter ,no issue
happened With first time with Windows 11 , I downgraded to Windows 10 also happened again  .
I said this not Windows issue , seems driver issue  ? used DDU many times uninstalled driver and reinstalled but issue back after short time 
uploaded this video last week to Nvidia support
Edit : I have dual monitors this issue only with main monitor , whatever main monitor number 1 or 2 the issue only with main monitor

solution

1. Ensure that Windows is updated to the latest version.
  
2. Please perform a Clean Installation of the latest NVIDIA Driver. A clean installation helps fix any issues with Driver files or conflicts.
 
Download the NVIDIA Cleanup Tool (CleanupTool.exe) from the download link below:
a. Double-click the executable to launch the tool.
b. Click ACCEPT to accept the End User License Agreement.
c. Click Yes at the confirmation prompt.
The progress dialog appears.
Click OK at the completion dialog to close the dialog.
 
d. Download and Install the latest driver from the below link.
 
 
 
 
 

short , DDU not solve issue , 
CleanupTool.exe only fixed the issue
