Usually means it is needing to spin up much faster, and exceeding it's capability at low RPM.

Depends on what you mean by loud and which cooler you're using.

my bad i mean the fan :)

Depends on your cooler, is it the stock ? And depends on temps and load of the system

yess it is the stock cooler the temps a normal and on idle it still loud

Check for dust, or just get a new cooler the stock cooler is pretty loud as it is.

hey guys i changed my power supply and i no longer have a loud cpu fan 

Seems like it was your psu fan that was loud and not your cpu fan.
