AMD Overdrive Not Actually Overclocking?

Hi, I recently picked up an old Asus PC (Asus CM1740), I ordered an RX550 and a new CPU as well, while waiting for the new CPU I wanted to push a little more power out of my current one so I tried some overclocks with AMD Overdrive and ended up pushing the thing to 3.2Ghz instead of the stock 2.4. The odd part is: the CPU temp hasn't really changed, and although AMD Overdrive says the CPU is running at 3.2 task manager never shows anything above (or below most of the time) 2.4Ghz (same with Core Temp), CPU-Z says it's running at 3.2 as well. Also, one other thing: Core Temp says the CPU is running at 22 degrees (which is below room temperature)

Current CPU is an AMD E2-3200, I am also running Atlas OS
