Do clock speeds vary?

That's not the same card. it's two different cards. They use the same 4070, but each is tweaked differently via the vbios. The Gaming x Trio line is higher than the Ventus. Ventus is generally worse cooler design so it will run a touch hotter/slower than the x trio.

You probably shouldn't care about the clock speed in the specs, in particular for the lower-end ones, most GPUs are going to go past it regardless, on higher-end models it usually means it's factory overclocked.

This is a great point. I run a msi 2080 ventus that is advertised as 1710mhz boost but mine runs 1850mhz with stock settings.
