PC turns on but occasionally no signal/no keyboard or mouse

Hello,

 

I just built a new PC with specs:

i5-12600K

Sapphire Nitro+ RX 6800

ASRock Z690m-itx/ax

Fanxiang S880 PCIe Gen4x4 1TB 

Corsair Vengeance 2x8 3000 MHz

NZXT H1 with AIO and PSU

 

My PC displays, but only if I wait around 5 minutes after turning it off. If I don't wait enough time, it won't display and my keyboard and mouse won't work. Also, when I reboot, the system goes to "restarting" screen and goes black. Then the monitor says "no signal" and the keyboard and mouse don't work as well. I tried flashing bios, clearing CMOS (which worked once but didn't work again), reseating RAM, using iGPU, unplugging everything, but nothing worked. Could this be a motherboard problem?

sounds like maybe a fast startup option in bios where the board disables connections to boot faster? maybe disable?

it was already off in the first place. I also tried switching PSUs but nothing.
