Does this build look good and does a 4060 ti or a used 3070 seem better

This is a significantly better system if you can afford the extra $50. The cooler is significantly better, the motherboard actually allows for some CPU overclocking, the RAM is much faster, and the GPU wipes the floor with the 4060 Ti and 3070. Plus it's actually got enough VRAM for modern AAA titles.

agreed with the above.....stretch that budget for 50 bucks and sit back and enjoy a far superior build.

This goes extremely hard, and you can swap for DDR4 kit and board to compress down. Case is matter of preference but Focus 2 with an Arctic P12 exhaust (and as the market stands, Pop Air) is 15$ cheaper. The one in the build is the windowless non-rgb version which are currently 30$ cheaper than the Pop Air.

The NZXT Flow is a hose job for the price. You get 1x120mm intake fan + 1x120mm exhaust fan with that case.  Try this.

I'd go with the RONOTHAN's build for competitive gaming for sure.

It's not that bad, and the RAM itself is cheap. It'll still outperform DDR4 with anything but a dialed in B die kit (those are over $100 though), and it's priced like midrange DDR4. For a build of this price range, it's not worth the extra $25-50 to go for a CL36 or CL32 kit, especially since if you really care you can always just manually lower the timings, any currently manufactured DDR5 6000 CL40 kit will be able to do at minimum 6000 CL36-38-38 if you raise the DRAM voltage 50mV, and if you're lucky you can get it to do 6000 CL30. If the budget was $1500+, yeah I'd want to get something faster, but where I was already struggling to keep the price under $1200 like OP's original build with the GPU upgrade, it's far from a necessity.
