Excel and Google Sheets both have this already, you just need to share the file with another user's Microsoft account, and then they will be able to work on the file same as you, or just read it if you want to

Microsoft 365 allows for collaborative editing of the same document. Without Microsoft/Office 365 you cannot open the same document on multiple devices.

Do you need excel? If yes, I'm pretty sure there isn't a way to do this.

There are self hosted google drive/m365 solution you can run offline, look at only office.

If all the machines on this island network have Excel (or the spreadsheet application in LibreOffice, etc), you can just share a folder and drop the file there. It won’t update in real time, but I don’t know of a way to do that without spinning up a web server for a tool like OnlyOffice.

It won't work because OP wants to edit the document at the same time.

When Excel opens a document it locks the file so that nobody else can edit it. There is a way around it, but the way that works is that excel loads a copy of the document and edits that. You won't be able to save to the original file, and even if you could, it would constantly overwrite the edits done by everyone else.

OP, there is no way to do this. Only the web version of Excel has the necessary features to let multiple people edit the same document at the same time. Your only options are to use excel online (or a program that uses excel online, like Teams), or use a completely different solution (but that most likely require an online connection too).

Shared workbooks might get close to the intended functionality, so long as everyone's running Excel.
