GPU Randomly spooling fan to Max.

Hi All, 

First time poster so please let me know if I am missing anything, currently seeing a weird issue where my GPU is randomly on and off setting the fan speed to max for extended period of time. 

Issue occurs at random some days it happens after I boot for a minute and doesn't occur again for the rest of the day, today however it is happening constantly. 

Not sure where to even look at this point I have un-installed GPU drivers and re-installed. 

I have the following hardware / OS version. 

Motherboard: Gigabyte Z590 D LGA 1200 ATX Motherboard
GPU: Gigabyte GeForce RTX 3080 Turbo 10GB Video Card - Rev 2.0 LHR
Storage: Samsung 980 Pro 1TB PCIe 4.0 NVMe M.2 SSD - MZ-V8P1T0BW
CPU: Intel Core i9 11900K 8-Core LGA 1200 3.5GHz Unlocked CPU Processor
Power Supply: Corsair HX1000i Platinum 1000W Power Supply
OS: Windows 11 Pro
Version: 21H2
OS Build: 22000.978

I have attached a video of be turning my PC on and you can hear the fan spool up, I have also attached a video of my task manager with the GPU selected, also a screen shot of MSI after burner showing I have no Over clocking set
