please help! programs and windows explorer keep crashing or bugging out!

Ever since I installed Spark AR by Facebook my PC has been acting weird, explorer and programs would just crash all by themselves. And my taskbar would look like this, sometimes my screen would just go black and only the mouse pointer is visible, when this happens i cannot do anything but hard reset . I’ve tried reinstalling windows (clean install, wiped C drive) but it did not get rid of the problem, used malwarebytes to scan for malware, it did not pick up anything.

 

web browsers would just crash and restart themselves, discord would just refresh itself and vscode would just straight up crash.

 

Please help this is really getting in the way of my work.
