As title says, i think my GPU isn't being fully utilized.

It was weird to me that on youtube videos the 3080ti performs wayy better than what i get.

So i checked to see if there's a bottleneck.

I opened resource manager 

On the other screen, and started playing cod mw 2 (the new one)

All highest settings no RT

dlss quality. 

Average fps 110

CPU utilization 100%

GPU utilization 20%

GPU temps 58~60

My system specs:

CPU i7-9700k 

GPU: RTX 3080ti

RAM: 3200Mhz 8x4 no xmp

PSU 750W

Screen Resolution 2K

A likely culprit. One of the CPU's tasks is to tell the GPU what to render. If it is maxed out then it has reached the limit of how many frames it can send to the GPU to render.

Should i give 5Ghz a try on it, to see if there's an increse?

If you have the thermal and power headroom then yes, overclocking can help a little bit. However, the turbo of the 9700k is already 4.6-4.9 GHz depending on how many cores are active, so I would not expect a massive boost.

9th gen CPUS were pretty shitty besides 9900k because they removed hyperthreading. This generation alone pretty much hampered ANY chance at you being able to use higher end gpus for very long. This alone would probably be a good chunk of any of the issues you may have.

Just run the MW2 Benchmark, post the results, MW2 has a wonderful benchmark that will give you hints on what is going on. 
Also, if you are running DLSS when your screen resolution is only 1080p. yes, no mater what CPU you buy, you will be CPU bound because your actual rendered resolution will be something less. 

I am surprised by the 3200MT/S no XMP, go ahead and run XMP if it gets you a couple of clocks off the cas latency as this is a Ram sensitive game.

Im surpressed you bought a 3080ti if you only are going to run a screen resolution of 1080p

Yea.... thats bullshit
Even at 960p ultrawide, the CPU is not really bottlenecking it in any real amount. at ultra settings. Imagine playing at whatever this guys settings were at true 1440p ultrawide.z6nz2wtw8zga1.png?width=1024&auto=webp&v=enabled&s=cb250445614a6a91149e4aa8456441ed45f2b60c

Certain games just run AWFUL when there isnt hyper threading, its been a known issue in some games. Most games, you should be somewhat fine. But MW2 Is a dogshit game and isnt really good for benchmarking due to how many variables it has.

 

But also if you have a 3080ti, or in your case a 4070ti, youll be at 1440p or higher. 9700k Should be able to handle it, but again in other cases it will be the thing holding the system back.

that isnt my PC, Im posting a baseline we can look at and compare. 
MW2 is a good benchmark because it actually gives you hint as to what is going on at your chosen settings. Having variables to play with does not make for a bad benchmark.

It does when they arent helpful. For instance that benchmark doesnt do a thing for the Warzone game mode, where the vast majority of the players are. Its pretty much the FPS you will get if you did story mode type stuff, even game to game matches will have a significant variance, its just how FPS maps and such are so having a benchmark like that is pretty hard to get consistent results compared to when you play. Some games are actually pretty damn consistent, which is why they tend to be the benchmark games, MW2 Isnt one of those. I have seen a few reviewers talk about how difficult it is to get consistency with it and certain other games. Thats even before you consider hardware difference and how they can affect it.
