Resident Evil 4 Remake launches to black screen.

Should have put this here in Troubleshooting first,

 

Hey all, 

I went to launch RE4 and and it comes up in windowed mode, then automatically goes full screen.  I get a cursor that I can move, but nothing else.  The first time I launched it I got a notification to download WMVideo Codec.  All the research I've done says this is an issue for Windows N, but I'm in North America and have Windows Media Player Installed.  

I've verified the game files twice through Steam.  

I've updated my GPU drivers.  

I've updated Visual C++ Redistributable

I've updated DirectX

Windows is up to date.

I've tried launching in windowed mode.

 

Specs

Ryzen 5800X3D

Radeon 7900XTX

32gb 3600 Mhz RAM with XMP on.

850w Gold+ PSU

Windows 10 Home, Version 22H2, Windows Experience Feature Pack 120.2212.4190.0

 

This has actually been an issue with several Capcom titles I've downloaded in the last week.  I have similar issues with Resident Evil VII, and the RE4 Chainsaw Demo, none even get to the title screen.
