3070 ti to 400 series

Presumably you mean 4000 series.

Is the 3070 ti performing all of the tasks you ask of it satisfactorily?

 

What is your budget to spend on a new card?

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. If you actually mean 400 series, no, that would be a downgrade in every possible way whether you mean the RX 400 series or the GTX 400 series.

 

If you mean the RTX 4000 series, then the answer is a little less cut and dry, but it's still very expensive for the amount of uplift you'll get. It's probably not worth it, but if your current system isn't giving you the amount of performance you want it might be worth considering, though I doubt that unless you're playing at 4K a 3070 Ti isn't enough for whatever you're doing.

i have i9 990k 32 gb of ram 3070 ti when im playing hogwart legacy i get 147 fps but sometimes walking around it drops 30 t0 40 fps if i get a 4000 series like 4090 will i get better fps? or you think its the game isue

Not with the same cpu which I’m guessing you won’t want to change and also the 4070 ti seems to be a sizeable upgrade over the 4070 ti but the 4080 might suit you more if playing at 4K, at 1440 4080 would be too bottlenecks by cpu to push out more frames so if you play at 1440 then get the 4070 ti if 4K then the 4080 is a good upgrade

If so then you might want to go to am4 and get a not too cheap not too expensive b550 mobo and r7 5800x3d to really push the limits of the 4070 ti or 4080 and you can keep the ddr4 ram if you are keen on changing platforms. If you do just be sure to create a new windows install on your boot drive

No.  It's still a very fast GPU.  You are upgrading way too soon.  You really should wait until you need to upgrade, and you will know when that is.

The 9900k is not the issue here, it's the game and the configuration.  The games recommended CPU is an i5 8400 (6 cores, 6 threads).  An 9900k *8 cores, 16 threads) that runs at a higher clock speed than the 8400 is not the issue.  There are a lot of things you should check on before just buying more expensive parts.

Will you get better performance? Yes.

Is the game the issue for your problems? Also, most likely yes.

 

You will almost always get more performance by grabbing the latest and greatest, but that's a great way to burn through cash unnecessarily.

If money isn't an issue, then sure. Go for it. But if that's the route you're going and your current financial situation I'd upgrade the entire rig.

Some games have bad optimization and run like that no matter what hardware you use.Do you have problems with any other games ?

For clarification, OP, do you have a 9900 series Intel chip or a 990? There is a marked difference between them.

Are you unhappy with the performance you have? A single game having frame drops is not "unhappy with performance" its a single game, with possible issues. 

Also assuming you mean 9900k, a 990k isnt a thing,

There is no logical need to make an upgrade. 3070 Ti is a solid GPU
