feels like an odd combination...

12900k is top tier money to burn spec, but then paired with a DDR4 B660 board, far too much ram, and a Hyper 212 which wont touch the sides trying to cool that CPU...

I'd be going 12700 with a decent DDR5 B660 board (check the reviews and find one with good VRMs). You'll need a AK620 or similar cooler on there.

Or 7700x and B650M-DS3H (cheap and surprisingly decent) an you'll have a cooler running system with some upgrade potential.

64 gb of ram is pointless for gaming, stick to 32, which is already overkill for most uses.

Mechanical storage has no place in a machine with a top tier CPU and a 4090... You need SSD's.

Glad you asked for help, the storage and ram configuration alone would have been major wastes of money, not to mention those mechanical HDDs would have been a dumpster fire.

Combining two separate ram kits regardless of the same make or model is a no no, as they aren't guaranteed from the factory to work together and can cause all sorts of stability issues, not to mention using quad kits of DDR5 ram has had some issues, and a lot of people I know don't recommend it. Also 64GB of Ram is complete overkill and completely unnecessary at this point in time for your uses.

With your budget and level of system you are going for, mechanical HDDs ain't it chief. There is no reason to go for cheap mechanical HDDs. Mechanical HDDs are slow, especially if your boot/Windows drive is one. For just game or data storage they're fine but why even bother with them when 2TB SSDs are as inexpensive as they are.

The 4090 seems a little OP for your needs unless you're planning on getting a 4K high refresh rate display. If you just plan to play at 1440p or UW or hell some people think they need a 4090 for 1080p, you're better off going with a lesser 40 series card, used 30 series card, or a Ryzen 6000 series GPU. This is all dependent on the resolution and refresh rate you plan to play at.

Windows is also free to install and use, you do not need to purchase it. If you need to purchase it later you can, you just don't need a license right away.

Here is a revamped version of your list. Saves you a little money while drastically improving the configuration. I left the 4090 for now because you haven't said your desired display requirements. You even have a little left over if you wanted to go top of the line and swap the 13700K for the i9-13900K and still come in below $3500.
