Plex Help can not see how to add a library

I need help adding a library to my plex I don't not see way. someone sent me this link Plex but dose nothing for me. does anyone know what I am doing wrong. and yes, I have downloaded the plex media sever. i am on windows 10 if that helps.

When you are in the main dashboard you should see a plus icon near the server name.

I use the app, it works better for me than browser.
