Do you have the money for a 4090?  Go for it, if so.

 

But for 1440p HIGH, you need a 3080+, or a 6900xt+.  

 

And no, you don't just select a GPU, you build a balanced machine for the resolution you want and games/use.  Yes, the GPU is heavily weighted but the CPU/RAM are important too.

It's more you just kinda choose everything at once and maximize your budget. You can target certain components like a 4070 Ti or a 13900K, but usually if you're working in a budget you tend to have to make sacrifices somewhere to fit get everything to work in the budget.

For what you want to do, 4070 Ti is more than enough. You could honestly get by with a RX 6800 if you want to save a bit more, but if you've got the budget for a 4070 Ti just go for that.

Yeah, the 7900XTX does perform better in anything that isn't Ray traced. That said, it's also $200-300 more expensive than the 4070 Ti, so I wouldn't necessarily say that they're competing with each other.

I am trying to build a system closer to the higher end, for streaming in 1440p games on high settings, I am running dual 27" 1440p 144hz monitors. I hook up a 4k TV for movies.

Right now I have notifications set to buy a 7900xtx when it comes in stock.

 

Just like what you are going to race will determine what you will start out with. Common sense rule of thumbs: spend upfront fro longevity and better stability. Or cheap out to swap roles in the future.
Tho the first thing you want is a good quality power supply. Good, clean and stable power is essential. Everything else is debatable performance, but not electricity... just like good racing gas is everything, but the exact tires are debatable...

I tend to agree with above, other than a more holistic approach, you need to start with either your budget or definition of required performance.

From that you pick your CPU and GPU combined power requirements.

You cannot pick the best PSU until you know the wattage requirements. 

 

knowing the CPU and GPU lets you pick the best MB to support your applications, and MEMORY to support your CPU.

 

Sooo....Yeah I buy great PSU when they on tremendous sales....just because I know I will use in the future.

 

But the cascade approach from applications and budget makes more sense to me.

In a way your CPU is your engine and the GPU is the model of the car. (With PC's its kinda like a fully customizable car.)

 

First though OP before we get too deep what is your budget!!!! 2K? 3K? maybe 4K? 

I love PC building and gaming. 
REMEMBER botttlenecks can happen at all points of a PC part. Make sure you are at equilibrium. For all parts unless you intend to upgrade at a later point. Also QA Tested AAA Games.

In the past, I have often built a PC, then alternated between upgrading GPU and CPU/mobo/RAM as my upgrade needs dictated. It depends on your resolution, your use case, and the like. But often my CPU can last longer than my GPU, at least because I have gone from 1080p to 1440p, and now to 4K screen.

 

I had a i5-4690 and a Radeon R9 390. Then I upped it to a GTX 1080 for 1440p at 60Hz. Eventually build new PC core with Ryzen 5600x and moved the GTX 1080 over. Got the 6700xt for MSRP, moved to 1440p at 144Hz. Then eventually upgraded to RTX 3080 while still using the Ryzen 5600x.

 

When building fresh, I would probably get the best CPU you can afford, or if possible leave a path for upgrade on the mobo for a newer CPU down the road (that is, don't get a AM4 mobo because it's at end of life, no new CPUs coming out for it). Again, it's likely that your CPU would hold out for two GPUs if using as a mostly gaming setup.
