Is this a dead pixel?

If there's no color being output from the pixel, yes it's a dead pixel.

He's dead Jim. If you just got the monitor, I would look up the dead pixel policy for that retailer to see if it is eligible for a replacement. Because dead and stuck pixels are considered normal for a LCD panel's lifespan, it's usually not considered a defect unless you have multiple ones and if they're clustered together or in the middle of the display.

Apparently not? @BlueChinchillaEatingDoritocuz when I turned off VRR/Adaptive sync it dissapeared?

If the monitor is within the return period, just return it and order a new one.

See local/regional laws and store policy of course.
