I have an amd cpu i play mostly cs:go, half life Alex, and my budget is around 370 us dollars

Did you watch the latest ltt video about the arc challenge? That should give you a great idea of which one to buy...

For $370 you can find an RX 6700 XT on occasion, a card that's a ton faster than either of those mentioned cards. Get that instead. 

 

If you only want those two, the 3060 is the only one that will work, CS:GO is still a nightmare on Arc and VR just isn't working as of now.

Neither, they'd both be quite unbalanced with a Ryzen 3 1200. For that money I'd upgrade your cpu to a Ryzen 5 5600 if your board supports it, otherwise maybe get a used Ryzen 5 3600. Then sell your GTX 1650 and buy a used GTX 1660 Super, or even better a used RX 5700 XT if you have the power supply to handle it.
