GPU coil whine

I am having an issue with my GPU. I don't know if this is coil whine, but it's pretty annoying and only happens when the GPU has a load. I have raised a ticket with MSI to see what they think.

I am also having booting issues with this GPU.; for example, the system's black screens and my motherboard settings go back to default. I know this because the LEDs on my motherboard turn on when I have this set off. 
My workaround is to turn the computer off (by the PSU because the system does not allow me to turn off the computer by the power button )(The LED on the motherboard flashes until I let go of the power button), disconnect the GPU (take it out of the motherboard) take the motherboard battery out turn the system on then plug everything back in (battery and GPU). Then it works like normal, and my Bios is back to the setting that I set am wondering what could the issue.
