Can I quickly boot pc without cpu cooler?

With most CPU-s it would be. Zen4 trains the memory long (first 1-3 boots) and those take time while the CPU heats up.

In my most recent build, I have acquired every part except for the cpu cooler now, and that will take another 1-2 weeks to arrive. In the meantime, I was wondering if I could check if my pc boots up properly very quickly and then hit the power switch again to turn it off a few seconds later. My cpu is a ryzen 7 7700x

Don't do that on a Zen 4 part, they are designed to heat up to 95°C. Put at least any cooler on it.

Will the safeguards on the cpu not activate?

It will. But the CPU will be hit hard.

I wouldn’t risk it. CPUs heat up quite quick when you turn the machine on. I can’t imagine how quick it will heat up if there is no where for the heat to go.

I'm not an expert or a professional and I make mistakes. Expand for common PC building advice, a short bio and a list of my components, consoles, ect.

Common build advice: 1) Buy the cheapest motherboard that has the features you need. Paying more only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing.
