Why don't they have a access pipe go up to where you have to dig only a couple inches down, so every 3 years, you can just dig a little spot for a cleaning?

we did that to ours when i was in high school like 25 years ago. the tank lids were like 7 ft below the surface so my dad and i dug 2 holes down and then got some large metal tubing like you'd see in a storm drain (prob 3ft in diameter) and then my uncle made some sheet metal covers for them and now its super easy for the truck to empty the tank because he just takes off the metal covers and then pulls off the actual cover from the tank with a metal rod and its very simple and efficient, never have to dig it out again.

 

If yours is closer to the surface you can do the same thing and it'd be a lot easier since less digging would be required lol. You prob don't need a permit or anything because most places where folks have septic are far enough away from a city that people just don't care and you can do whatever you want to a reasonable extent.
