monitor MSI MAG321CQR Low brightness and Flickering Issues.

As the title suggests i am having issues with my monitor where the brightness is stuck at ~30% its max.
I can adjust the brighness through the monitors physical controls however passing ~30% there is no visable increase and if i go below ~10% my screen flickers on and off multiple times a second and if i stream when it is "flickering", my friends see no issues.
It croped up when i alt tabled from discord to firefox, My monitor when black then started flickering till i restarted.

I have tried updating and a fresh install of my GPU drivers to no effect.
I have tried windows colour management, Power management settings, Disabling and reinabling my monitor through device manager, booting into BIOS and Safe mode and it is still there.
I have tried mutiple different DP and HDMI cables and none of them make any difference.

I should also note that i have a 2nd display at 1920x1080, 75HZ that is working normal, while the effected display is 2560x1440, 144HZ.

I am totally stuck on what to attempt next, any suggestions would be deeply appreciated.
