Yep certainly a CPU bottleneck

You could get a second stick of RAM to get a bit better perf too

System : AMD R9  7950X3D CPU/ Asus ROG STRIX X670E-E board/ 2x32GB G-Skill Trident Z Neo 6000CL30 RAM ASUS TUF Gaming AMD Radeon RX 7900 XTX OC Edition GPU/ Phanteks P600S case /  Thermalright Peerless Assassin 120 cooler (with 2xArctic P12 Max fans) /  2TB WD SN850 NVme + 2TB Crucial T500  NVme  + 4TB Toshiba X300 HDD / Corsair RM850x PSU

Definitely a CPU bottleneck since there is no Hyperthreading on a 9700K...only 9th gen that has it is the 9900K/KS.

2nd stick of RAM will definitely help boost performance too.

Yes will work, a bit future proof as it has 8 cores

What's your budget ?

A Ryzen 5700X is within reach, near the max of your CPU budget. You can also go with a 12400 and B series motherboard to keep costs down. One thing though is with the 5700X, you'll have the ability to enable PBO and/or overclock unlike the 12400 since it's a locked multiplier.

okay do yk a pretty cheap motherboard thats not like bad but a good budget to get good performance for the 5700x thats also upgradable if i ever wanted to get a better AMD cpu

Yeah my 9700F and 1650 have no issues. 9700 is always below 40% when gaming bcz my gpu isnt powerful i only seen minecraft and csgo is using more than 50%. i game at 1080P not 1440p. heres the proof you dont need a cpu upgrade

The game is rdr 2 very mixed settings and there is snow lot of particles  @BluuFr

You dont need hyperthreading for gaming and i heard it do harm than good in terms of gaming. im getting a good fps on all games in 1080P with the same Cpu and much worse Gpu i Highly doubt this guy is running his Memory in single channel or mismatched  is causing the issue and that is confirmed by the 1% lows. and 9700 is a great cpu still and will be for another 3 years

Don't know where you heard that one from... if the OP is running with just a single stick, YES he is going to have a big performance penalty as a result.

I heard that from Linus Sebastian him self Single core workloads like Gaming dont have any impact on Hyperthreading and 9700 isnt a dual core its a octa core which game is using 8 cores at the same time

More and more games are starting to utilize more than a single core for gaming. Combine that with multiple programs running in the background too and you'll start to use more processes the CPU has to manage. RAM is another big factor and depending on how much @BluuFr has and in what configuration will impact performance.
