No 9700 Shouldn't be this bottlenecked in normal cases Game developers don't make their game for the Top end even they do 9700 will be fine for the most part. I highly doubt your pc has some form of malicious thing running in the background.

Iam getting close to 80Fps  with i7 9700F and Gtx 1650 and my cpu is at 15-30% in Asus gpu tweak 3 OSD and Nvidia osd iam using a mid-high settings iam running on a HDD (WD Blue) and i have 32Gb of ram

You are hitting page file, and it looks like your page file is on the HDD rather then SSD, so the HDD is being double slammed. 
You ran out of ram, and started using the HDD AS RAM to prevent the computer from crashing, problem is using the HDD AS RAM means everything grinds to a painfully slow halt as the CPU is constantly clocking nothing as it waits for data. 

Get more ram. 

Running the game off a SSD wont help, but moving page file to the SSD might, but since you will still be hitting page file, it will still chug, HARD.

And you seem to be downloading something (152Mb/s sustained), and writing it to the HDD at the same time. rip your HDD being triple slammed.

Bottom line. Ram, get duel channel, get more.

it is your ram.  but  the cpu usage is too high also and your network usage is 135mb/s are you downloading some think to that hard drive (D:) or is it just did that on its own

That's fine. I'd just recommend having the game on an SSD.

Having a game on the expensive per GB SSD does not boost fps, and wont, until Direct storage is used. 
Games go on data disk unless they are games I boot up daily. Moving the game to the SSD wont help, and just causes headaches swapping data around constantly manually. If you really want that boost, start using a cache drive in a system instead.
