hot CPU

I have the nzxt kraken z73 with 3 Lian Li sl inf fans on it and my cpu temps are on the hot side. my CPU is at 65°c when I'm un google + some background apps, but nothing big. But when i try a cinebench r23 test it's only 52°c. How is this even possible. When I play minecraft my CPU goes to 73°. I cleaned my pc and checked the thermal paste and it didn't change anything. what could I do to fix this?

It's a 16 core CPU it'll be quite warm

I'm really sorry that I keep asking, but I just saw an other post about a 5950x and there he idles at 49° and they said a 5950x idles at 40-50° normally

I think it goes down to 52 degrees do to thermal throttling.

I think no, beacuse the CPU could just start lowering more and more its frequency to reach 52 degrees.

It's not idling when programs like Chrome are running.

No. 90c is typical load temp and it won't thermally throttle until then.
